Obituary
Dr. Steven Moffatt, 72, of Indianapolis, passed away surrounded by family. Born in Beech Grove, Indiana, to the late Norman and Phyllis Moffatt, Steve lived a life defined by kindness, service, and devotion to both his family and his community.
Guided by his vision to serve those who protect our cities, homes, and lives, he founded Public Safety Medical in 1990. The practice grew to become the largest of its kind in the United States, serving more than 250 agencies across Indiana and caring for 10,000 first responders each year. Recognized nationally as a center of excellence, it became part of Ascension Medical Group in 2018, where Steve continued to serve as Vice President and Chief Medical Officer. He also founded the National Institute for Public Safety Health in 2016, leading research to enhance the health and safety of public safety personnel nationwide.
His career earned him many honors, most notably the Sagamore of the Wabash in 2022, Indiana’s highest civilian award. Yet those who knew him best remember his kindness, humility, and sense of humor. To his colleagues and patients, he was a trusted partner and steady presence; to his family, he was a loving husband, father, and grandfather.

What can I say about Dr. Moffatt. I have known and worked along side Dr. Moffatt for close to 25 years. He was dedicated to the men and women of public safety providing occupational medicine to the members. Upon IN-TF1's return from Ground Zero conducting search and rescue efforts from the attacks on September 11th. He provided each of us a physical exam to begin our new norms as a baseline of our health. Which he paid out of his own pocket. As the Training Manager and now the Program Manager of IN-TF1, I was fortunate to work along side Dr. Moffatt and his staff for many years. He was instrumental in moving us to Low Dose CT Scan for a higher diagnostic tool, again to take better care of the first responder community.
Although I worked with Dr. Moffatt as a professional, It was an honor to work with him as well as to call him a friend. I prayer that you will feel the peace and comfort through Jesus Christ. May he Rest In Peace.

His impact on the health of public safety professionals is unmatched, having served tens of thousands of individuals and hundreds of departments throughout Indiana and beyond. He pioneered numerous approaches that improved and saved lives, including the founding of a research institute. He modeled patience, perseverance, and hard work, but most importantly a strong faith in God. This faith informed everything he did. I know he is at peace now.
If there is a heaven, he’ll be God’s Doctor.
