Obituary
CCecilia Barbara Atim was born during the night of 6 December 1946 in Dokolo District. Dokolo is the place where the previous generation of freedom fighters, Omukama Chwa II, Kabaka Mwanga, Rwot Awich and Owiny Akullo collaborated and made their last stand against colonialism on 9.04.1899. Their collaboration made Dokolo the cradle of our modern nation.
When only 6 years old and attending Lwala Catholic Girls Boarding School in Teso, she staged a protest by walking over 30 miles home in the hot sun, rather than concede to lack of hygienic cooking practices at the school.
At age of 11 whilst attending Ngeta Catholic Boarding School for girls, she was denied entry to the annual Maths competition. She protested the injustice of refusing girls the chance to participate. When the school finally relented, Cecilia Atim became the first girl to win a maths competition against the nearby boys’ primary school.
While studying for O’levels at the newly formed Sacred Heart Secondary School for girls, Cecilia Atim became exposed to political debates for independence. Such was her interest that she actually went out to the polling station to vote the following year. She was turned away for being too young to vote.
She then turned her attention to using her pen to express her vision for a post independent Republic of Uganda. She entered the Brooke Bond sponsored national written essay competition. Cecilia Atim won in the female category. At that time, she was the first student from Northern Uganda to excel at the national stage.
After passing A’ levels, Cecilia Atim was admitted the Federal University of East Africa, University College Nairobi. In 1966, she was 1 of 6 female students the University admitted to study Commerce for the first time.
She was active in student politics campaigning against social injustice around the world throughout her time in Nairobi. In 1967 she led a delegation of students that met President Obote to propose a practical solution to late student tuition and allowances by the UN Refugee Agency for students of Rwandan origin who were refugees in Uganda. The matter was resolved shortly after.
In 1968 she was part of a student delegation that made representations to British Members of Parliament and High Commission in Nairobi demanding an end to the executions of black nationalists in Rhodesia. Their representations contributed to the Queen Elizabeth II of England to issuing a royal condemnation of the killings.
In 1969, as well as a degree, Cecilia Atim was awarded the Indira Ghandi memorial prize for excellent performance in Commerce.
The same year, at the age of 23, she won the "Miss Uganda" contest.
She also held a Certificate in Human Resources Management from what was then called the Institute of Public Administration, but is now known as Uganda Management Institute. She held two other certificates; one in Christian-Based Values from the Haggai Institute, Singapore, and the other in Public-Private Partnership, from Australia.
From 1979 until 1980, Ogwal worked at the Uganda Embassy in Kenya, as the Liaison Officer for Returning Ugandan Refugees. From 1980 until 1981, she worked as the Operations Manager at the Uganda Advisory Board of Trade. In 1982, she was one of the founders of Housing Finance Bank, working there until 1984. She served as the Chairperson of Uganda Development Bank, from 1981 until 1986.
She became involved in Ugandan politics, serving as the Acting Secretary General of Uganda People's Congress (UPC) from 1985 to 1992.
In 1994, she was part of the Constituent Assembly which drafted and promulgated the 1995 Ugandan Constitution. She remained a high-ranking official in the UPC political party until 2004.
In 2011, Ogwal contested and won the Women's Representative seat for the newly created Dokolo District. This time she switched political parties and ran as a full member of the Forum for Democratic Change party.
Ogwal was married to Lameck Smart Ogwal and mother of seven natural children and several adopted ones.
Ogwal was a member of parliamentary Committee of Physical Infrastructure in charge of overseeing and covering policy matters related to Lands, Housing, Urban development, Works and Transport, and Physical Planning. She was also a member of the budget committee.

I am deeply saddened to hear about the passing of Aunt Cecilia Ogwal, the former Woman Member of Parliament for Dokolo. Her unwavering dedication and relentless advocacy for women and human rights have left an indelible mark on the hearts and minds of countless individuals.
Atat was a shining example of an objective opposition leader who never wavered in her pursuit of justice and equality. She strongly believed in the importance of upholding values and refused to compromise on principles. Her ability to speak to the hearts of everyone, especially those in positions of leadership, was a testament to her unparalleled passion and eloquence.
Throughout your life, Atat Cecilia Ogwal worked tirelessly to ensure that the boat of progress was balanced for everyone, leaving no one behind. She fearlessly fought for the rights of women, giving them a voice where it had been suppressed for far too long. Her commitment to championing the cause of human rights will continue to inspire generations to come.
What set Atat also aunt to me apart was her honesty and fidelity to her faith. She never shied away from speaking her truth, even in the face of adversity. Her integrity and authenticity resonated with people from all walks of life, transforming the lives of many.
Loosing you I is not only felt within the political sphere but also within the hearts of those who knew you personally. It is a reminder of the impact you had on our society and the void that you died challenging . My thoughts and prayers go out to all the family members, friends, and all who were touched by yout remarkable presence.
May your legacy serve as a guiding light for us all, reminding us to remain steadfast in the pursuit of justice, equality and compassion towards our fellow human beings. Atat, Cecilia Ogwal will be greatly missed but never forgotten in our hearts.

Throughout her illustrious career, l met Atat Adwong on number of occasions as a community leader or on events. Two key moments stood out for me, first was during the 2016 Uganda U.K. Convention, when Imat brought the house to standstill with her voice and message. She promoted Uganda so passionately and powerfully to investors, with so much ease, love and honour far better than government officials who shared the platform with her. It was so apparent that she loved Uganda beyond politics.
The second key moment, was when she received the most coveted “Women of Honour Recognition” Global Award, by Divas of Colour UK 2017 (a sister award that l was involved in). Divas of Colour is the largest gathering of world’s most influential women from around the globe. Imat was honoured and gave a powerful keynote speech about democracy, rule of law, rights of women & girls, and entrepreneurship among others.
Imat was also my Mum and mentor. She spotted talent with ease and had meaningful words to say on every occasions. She had close families and friends in U.K. who are bereaving this great loss with you!
Her legacy will continue to unite and inspire positive change in Uganda and beyond.

Her legacy is as rich in challenges for us all to emulate as it is in the greatness of inspiration it radiates for all domains of life.
Generations will name their children and children's children after her, hoping that they too, may be blessed and be blessings to others in her mould.
Together with the Ogwals, we say farewell to our mother, but hold firmly and lovingly to our mother's heart, zeal and spirit. She wrote her story to change ours. History will show her favour.

We cannot forget her immaculate appearance in colourful Busuuti (Gomesi) and designer Kitenge dresses. A true Gayaza girl, she was clothed in dignity and strength of character. During the last few years, she went to great lengths to connect with her alma mater and contemporaries at Gayaza. She loved her school. So, we mourn our own – a grounded child of God who loved her country and served her people; a selfless leader who paid attention to the less privileged. We mourn a brilliant, bold, respectful and warm-hearted friend.
We mourn a gallant Old Girl who epitomised the Gayaza motto, ‘Never Give Up’. We are proud of her resolve and inner strength that kept her going regardless of the hurdles in her path. We are proud of her unapologetic sense of integrity and her purity of intentions. In her humility, God lifted her up and armed her with the courage of a lioness.
We thank Hon. Ogwal for never giving up, no matter what. We pride in the example she has been and will continue to be to young girls in Uganda and at Gayaza.
We are grateful to God for having preserved Mama Cecilia for her family and country, and pray that her loved ones will find comfort and strength in knowing that she was firmly rooted in Christ and deeply loved. Rest in peace, Old Girl.
As a Catholic joining Gayaza, an Anglican school, Cecilia asked the Miss Cox to allow her to attend Mass outside the school, a request that was granted. As head girl, I took turns with my deputy, the late Betty Bikangaga, to accompany Cecilia to Mass in the afternoons. This was the first time the school was making such an exception, and we thought Cecilia was so courageous to have made the request. Her boldness and spirit of never giving were starting to bear fruit.
Cecilia was very well behaved and exceptionally bright. She scored AAA and went to the University of Nairobi in Kenya – something many admired. Her academic brilliance, however, did not get to her head, and in spite of her successful political career, she remained down to earth.
Some years ago, Cecilia embarked on a search for her former classmates who had welcomed her to Gayaza. She called the current headmistress, Mrs. Robinah Kizito, inquiring about me. A call went out on the Gayaza Old Girls Association (GOGA) social media platforms for my contact, and soon, I was able to reach out to her. She was so happy to have finally found me, but very sad to learn that Betty had passed away.
I introduced her to the ladies in the Classes of 1960 and 1961, who had welcomed her to Gayaza, and we were all happy to connect again. She had invited me to tea at her home, but the lockdown interrupted our plans. She later invited a number of us to her son’s wedding and we had a great celebration.
Cecilia was warm-hearted and welcoming; and for her to have remembered us after such a long time ago was remarkable. We thank God for the gift she was. May her beautiful soul rest in eternal peace.

Hon. Ogwal's tenure as the representative of the people of Lira Municipality, and subsequently Dokolo, was characterized by an exemplary display of honor and dedication to public service. Her decision to transition from representing Lira to Dokolo was a testament to her commitment to serving the people of Uganda in whatever capacity she was most needed. This selflessness and adaptability in her political journey are traits that not only defined her career but also inspired many.
Her role as a stalwart in the Uganda People's Congress during tumultuous times is particularly noteworthy. Leading the party when the majority of its leadership was in exile required not just political acumen but a profound sense of courage and resilience. She navigated these challenging waters with commendable fortitude, ensuring the party's continuity and relevance in Ugandan politics.
As a distinguished wife and partner of great Mwirian Ogwal, she transcended societal norms and expectations, embodying the spirit of unity and respect across different stages. Her ability to bridge divides and foster understanding made her a respected figure beyond political and cultural boundaries.
Her involvement in the Full Gospel Businessmen's Fellowship International further highlights her multifaceted persona. Your personal encounters with Hon. Ogwal in this setting reveal a woman of firm faith, someone who balanced her political and entrepreneurial endeavors with a deep spiritual commitment. Her steadfastness in faith undoubtedly served as an inspiration to many, including yourself, reflecting her c
socially, and economically. Her legacy will be remembered for generations. we will miss her but God's time is the best.Atat RIP
People’s leader, girl Child advocate, Iron Lady; these were not just mere adjectives but were symbolic of the love and affections that the people of this country had for the late Hon. Cecilia Atim Barbara Ogwal. She was an exemplary scientist in action full of practical articulation and demonstration of her ideologies and an uncommon woman with a knack to work endlessly till the goal is reached.
Her greatest achievement though has been to inspire and enthuse the minds of millions of Ugandan, particularly the younger generation . Let us all, at Oyam Institute of Sciences and Technology, take a resolve to continue to work on her guided path, which will be the most appropriate tribute to remember our follen Atat, mentor and the greatest inspirer we have ever had in the women political history of Northern Uganda.

I am speechless and cant find any better words to thank God for the life well lived. Your passion about education for girl child and support to the elderly will forver remain in my heart. I have not found means to explain to the elderly men and women you assigned me to be visiting in Dokolo. Our plans to support boy child education in the coming years will not come to reality as soon as expected . You showed me love, protection and courage!
